The SONABA is a public company in the sense of the Moroccan law. It was established by virtue of the Law no. 1-76-393 on 21 June 1976 to promote and contribute to the tourist development and planning of the Agadir Bay. Its Board of Directors is presided by the Minister responsible for Tourism Department. It comprises the following state representatives:

The Representative of the Minister responsible for Economy and Finance.
The Representative of the Minister responsible for Equipment.
The Governor of Souss Massa Daraa Region.
The General manager of SOGATOUR ( filial of the CDG).
The General manager of the national Company for Developing the Tangiers Bay - SNABT.
The representative of the Department of Town Planning.
